Jim, does this situation satisfy the components for a PSK? 4th and 10 from A 30 yd line.. A punts to be B... ball goes beyond the neutral zone. B cleanly catches the kick at the B 25 and returns the ball 5 yds to the B 30 yd line the officals notice 12 men on the field for B after the play has ended. a 15 yd illegal participation penalty needs to be enforced. Is a 15 yd penalty enforced against B and B maintains possession . first and 10 from the B 15? OR Does A retain possession with a 15 yd penalty enforcement from the A 30 which results in A maintaining possession, 1st and ten from their own 45? Please advise. Appreciate your efforts. Phil, Here is my earlier response with a couple more notes: Interesting that you should bring this play up. We had an illegal participation play (12 men on field during play) and debated the enforcement spot. The case book has guidelines that specify THIS type of illegal participation should be enforced from the previous (versus basic spot). Other 'types' of illegal participation call for basic spot enforcement. Looks like A gets a new series. Check 9-6 and the Case Book comment for some examples. Since the foul is considered to have occurred simultaneous with the snap, the PSK provisions are superceded.

Does the home team have to supply headphones if the visiting team doe not bring them? Also, what do you do if the visiting team does not where white uniforms and does not bring any white uniforms? Please advise.
Answer
We have no rule covering coaching equipment (I.e. headphones or communication equip). Nothing to enforce by us; I've seen coaches use cell phones with the box coaches. At the varsity level, ask the ADs/coaches to agree on uniform adjustments. Will the home team change? Can they play as is? At lower levels, play as is; hopefully colors/helmets differ enough to distinguish the teams.

When and where can our defenders contact potential receivers? The rule states

Pass interference restrictions on a legal forward pas begin for B when the ball leaves the passer's hand (7-5-8b). They remain in effect until the ball is touched or the pass is incomplete. It is interference if any player of B who is beyond the neutral zone interfers with an eligible opponent's opportunity to move toward, catch, or bat the pass; or if any B player hinders an opponent's vision without an attempt to catch, intercept or bat the ball even though no player contact occurs (see 7-5-10a,b). The guidelines dictate that defenders may contact (block) receivers who are apparently blockers (initial charge off of the scrimmage line). Once the receiver moves off his straight line charge or begins his pattern, defensive contact therafter could be interference (if the ball has been thrown into the vicintity) or defensive holding for illegal blocking /contact tactics prior to the pass being thrown or on a receiver away from the thrown pass.

Player B has runner A by the horse collar near the sideline. B2 hits A and knocks him out of bounds where he goes down while still in the horse collar grasp of B1
Answer
This appears to be a horse collar foul since B1 maintained his grasp and the runner presumably went down backwards. The assist by B2 does not negate the original action by B1. However, if B2's action forces the runner to fall forward, the foul might not be there!
